ZeroTier One for Android is a client app for ZeroTier, a software-defined virtual networking service that creates secure, encrypted virtual networks (like a VPN/LAN) between devices across the Internet. It lets your Android device join ZeroTier virtual networks so it can communicate with other members (PCs, servers, other phones, IoT devices) as if they were on the same local network.
